PROJECT SCOPE & SUMMARY
We are seeking a creative agency or freelance partner(s) to conceptualize, develop, and execute an Opioid Prevention Public Health Marketing Campaign to drive awareness and prevention of substance abuse disorder (SUD) and addiction. Similar to the 2020-2021 “Mask Up Indy” and “Vaccinate Indy” campaigns, this program will engage local artists in developing artworks that promote key messages. Subject matter experts will advise on priority audience demographics and the specifics of the call to action.
Key deliverables will include:
- Identifying target audiences and developing campaign themes & messaging in partnership with SUD experts to address public health trends and priorities in our community.
- Developing a detailed campaign concept and creative strategy, including key messaging and creative direction.
- Working with the Indy Arts Council to commission local artists to create original (or license existing) artworks to be featured in the campaign.
- Media planning & buying strategy and execution.
- Earned media / PR strategy.
- Development of a creative asset toolkit to be shared with partner organizations.
- A strategy to achieve and measure campaign goals.
BUDGET
This public health campaign to support the treatment and prevention of SUD is funded by opioid settlement dollars administered through the City of Indianapolis. The total budget for all campaign components (including planning, media buying, and artist commission fees) is $135,000.
RFQ/PROJECT TIMELINE
- May 30: RFQ released
- June 14: RFQ responses due
- Week of June 17: Conduct interviews with select candidates
- Week of June 24: Final candidate selection
- Week of June 24: Project kick-off meeting
The remainder of the timeline is flexible based on the recommendations of the selected partner and the targeted campaign launch of September 2024. The campaign will run through November 2024. This timeline includes intersecting with National Opioid and Substance Awareness Day (Sept 21) and National Recovery Month (Sept 1 – 30).
QUALIFICATIONS PACKAGE REQUIREMENTS
We request the following information by June 14, 2024:
- A description of your agency and its core competencies/services, and why you are a good fit for this scope of work.
- Summaries of 2-3 case studies, ideally showing experience within the public health realm, that show insights and results achieved for your clients.
- A high-level description of your proposed approach to this scope of work.
- References for relevant work that we may contact.
